Every sign shall be covered at all times while in place by an insurance policy covering the liability of the owner for damages or injury to property belonging to others or injury to persons other than the owner, his or her agents or employees. The owner of each sign shall file each year at the anniversary of its erection a certificate of such insurance with the City Clerk-Treasurer, giving evidence that the sign is covered currently by liability insurance with a minimum coverage of $50,000 for an individual, $100,000 per incident and $25,000 property damage or a general public liability policy of not less than $100,000 coverage.
