Any sign which is erected, hung over or within ten feet of a public sidewalk or right-of-way, or a sign within a distance less than its height plus ten feet of a public sidewalk or right-of-way, whether free-standing or fastened to a building or structure, shall be constructed of materials for the sign and its supports sufficiently strong to prevent its falling, detachment or being carried away by the wind so as to endanger persons or property.
