Removal of a public notice or posting by persons other than the City Clerk-Treasurer or Commissioner of Elections shall make such persons subject to imprisonment not exceeding 30 days or a fine not in excess of the amount that shall be set by the City Council from time to time. Such removal before the ten days have expired, however, shall not affect the validity of the election, hearing or other action.
