Whereas the city has a population of 200 or less, as shown by the last preceding certified federal census, and ordinances and amendments and publications of notices or hearings and other official actions may be made by posting in three public places, the Council desires to permanently designate three public places so that citizens of the city may readily ascertain the acts of the Council which affect them without doubt as to place of notice.
