Bills for the rates and charges set in § 35.02 shall be sent monthly and be due and payable on the first day of the month following the period of service at the office of the Clerk-Treasurer. If the bill for the services of the system is not paid by the tenth day of the month in which it became due and payable, a charge of 10% of the amount of the bill shall be added thereto and collected therewith. If any bill for the service of the sewer system remains unpaid after 30 days following the rendition of the bill therefor, the service charges remaining unpaid and delinquent shall constitute a lien upon the premises served and shall be certified by the clerk of the County Treasurer for collection in the same manner as property taxes.
