When, because of restricted visibility or when standing or parked vehicles constitute a hazard to moving traffic, or when other traffic conditions require, the Mayor may cause curbings to be painted with a yellow or orange color and erect no parking or standing signs. It shall be unlawful for the operator of any vehicle to stand or park a vehicle in an area so painted or sign-posted.
