Before cutting or otherwise removing a tree in the parking abutting the owner’s property or removing a tree, the branches of which partly overhang a public sidewalk, parking, alley or street or removing a tree when some portion by cutting or removing will fall upon a public sidewalk, parking, alley or street, the owner shall first obtain a permit from the Mayor. Application for such permit shall state the location, kind and approximate size of the tree to be removed and by whom the work is to be done. No fee shall be charged for the issuance of such permit.
