All culverts now in existence and being used as drainage under any private drive shall be kept open for adequate drainage of water flowing the ditch or depressed area so as not to have any water backing up in the ditch or depressed area of the drainage area over which said private driveway is constructed. All existing culverts which are completely clogged or in such disrepair as to be inadequate in the drainage of water, or other liquids flowing in the ditch or depressed area, then such culvert shall be replaced and/or cleaned out by the adjacent landowner.
