All driveways into privately-owned and publicly-owned real estate abutting on public streets are required to have a culvert under each driveway. The culvert shall be located in such a manner as to provide adequate drainage facilities for all water which normally flows off of the streets or adjacent land and goes down a ditch or depression adjacent to the street designed for the flow of stormwater.
