Before any permit is issued, the person who makes the application shall pay the amount that shall be set by the City Council from time to time to the Clerk-Treasurer. The Clerk-Treasurer shall give the applicant a written receipt showing the sum received and the date. These fees shall be deposited in the City Treasury not later than the last day of the month in which they were collected.
