Impounded, unlicensed domesticated animals may be recovered by the owner, upon proper identification, by payment of the license fee, impounding fee and boarding fee and boarding costs. If such domesticated animals are not claimed within seven days after notice, they shall be disposed of in a humane manner as directed by the City Council.
