(A) (1) Every owner of a domesticated animal over the age of six months shall procure a license from the city on or before July 1 of each year.
(2) Licenses become delinquent July 1 of each year, and the delinquent license fee shall be the amount that shall be set by the City Council from time to time except in those cases where, by reason of residence or age, the animal was not subject to licensing during the April 1 to July 1 period.
(B) The annual license fee shall be the amount that shall be set by the City Council from time to time for each male animal, the amount that shall be set by the City Council from time to time for each female animal and the amount that shall be set by the City Council from time to time for each spayed animal.
(C) (1) Upon payment of the license fee, the city shall issue to the owner a license which shall contain the name of the owner, his or her place of residence and a description of the animal.
(2) The city shall keep a duplicate of each license issued as a public record.
(D) (1) Upon issuance of the license, the city shall deliver to the owner a metal tag stamped with the number of the license and the year for which it is issued.
(2) The tag shall be worn by the animal for which the license is issued.
