(A) It shall be unlawful for an owner of a cat to allow or permit such cat to pass upon the premises of another, thereby causing damage to or interference with the premises.
(B) It shall be unlawful for an owner of a cat to allow or permit such cat to cause serious annoyance or disturbance to any person or persons by frequent and habitual noise or by running after or chasing persons, bicycles, automobiles or other vehicles.
(C) Any owner of a cat in violation of this section shall be issued a citation to appear before a proper court to answer charges made thereunder.
(D) The animal control officer must have received a signed complaint from a known citizen and must have the assurance of that citizen that the citizen will testify on behalf of the city.
