(A) For the purpose of this section, a person shall be considered to be the owner of a cat if the person harbors or lets the cat habitually remain or be fed around such person’s property. This section applies to cats that are over six months of age.
(B) It shall be required that a rabies tag be attached to a collar around the neck of the cat, and it shall be unlawful for any person without proper authority to remove any collar or rabies tag from any cat or to put on the neck of any cat a rabies tag other than the rabies tag furnished.
