(A) It shall be the duty of the animal control officer who has probable cause to believe that any cat is unlicensed or unvaccinated, or is posing a nuisance as indicated in § 22.12, to capture the animal using any method necessary but with a regard for the humane treatment of the animal and transport same to the city’s designated animal shelter.
(B) (1) Upon receipt of a cat from the animal control officer or citizen, it shall be the duty of the animal control officer to attempt to notify the owner of the cat, if known, and to advise the owner where and when the cat may be claimed. The costs of the impounding shall be in the sum of the amount that shall be set by the City Council from time to time, plus an amount that shall be set by the City Council from time to time per day boarding charge, and will be charged to the owner, and payment will be made to the city by the owner upon claiming the cat.
(2) The owner shall have seven days after notification in which to claim the cat. Beyond seven days, the cat shall be deemed unclaimed.
(3) If no owner can be established, the cat shall be deemed unclaimed after seven days from the date of impoundment.
(C) The animal shelter shall have the authority to:
(1) Adopt an impounded cat to any competent person, and such person shall pay a fee determined by resolution of the Council and be responsible for vaccination fees;
(2) Release, without fee, any cat that is requested for training to aid the deaf; and
(3) Dispose of an unclaimed cat in a humane manner.
