(A) Any person, firm, or corporation desiring to tap or connect with the mains of the City Gas Department shall pay to the city, with application for service, a tap fee in the sum of $500.
(B) (1) Any person, firm, or corporation making application for city gas service shall pay to the city a deposit of $100 to be refunded by the city to said consumer if and when said consumer leaves the city and/or ceases to be a gas consumer of the City Gas Department, and after all sums owing to the City Gas Department for gas service have been paid and satisfied in full.
(2) The deposit may be applied by the city to any bills owed the city by the consumer in the event the consumer fails to pay or satisfy charges against him or her for gas service.
