The issuance of each and every voucher, heretofore made by the Mayor of the city, and the issuance of each and every check in payment of such vouchers by the City Treasurer for the sum of $500 or more, shall be and the same are hereby ratified and approved to have the same force and effect as if the vouchers so issued by the Mayor and the check so issued by the City Treasurer in each instance prior thereto had been authorized by ordinance before the same had been issued.
