§ 111.03 ADMINISTRATIVE HOLD ON DELINQUENT PARTIES.
   Any person, business or legal entity shall be administratively ineligible for the issuance of any license, permit or other approval issued by the city if any of the following conditions exist:
   (A)   Unpaid city ad valorem property taxes.
   (B)   Unpaid fines, penalties, abatement costs or assessments or a final order of a violation of any code or ordinance of the city.
   (C)   Delinquent on payment or filing any occupational or net profits license, insurance premium taxes or any other taxes or payments of any type owed to the city, including utilities (natural gas, water, sewer and garbage).
   (D)   Any administrative hold imposed by this section shall run with and be appurtenant to the land of the violator and shall be applicable and binding on the violator’s successors, heirs or devisees providing that they have actual or constructive (recording) notice of the delinquent obligation.
