The Board of Adjustment shall not consider a parcel of land, or any portion thereof for any variance, conditional use permit or appeal from any administrative official until 12 consecutive months shall have elapsed form any final action as defined in this chapter hereof upon any application for such variance, conditional use permit or appeal from any administrative official.
