§ 153.206 PURPOSE AND INTENT.
   The development plan is a review procedure whereby the Planning Commission may determine the character and objectives of the proposed development in order to ascertain the following:
   (A)   Impact the development will have on capacity of community facilities and services.
   (B)   Impact the development will have on the character of the neighborhood.
   (C)   Impact the development will have on the neighborhood and community.
   (D)   The general development plan is intended to demonstrate to the Planning Commission the character and objectives of the proposed development in adequate detail for the Planning Commission to evaluate the proposed development and to determine what shall be binding on the use and development of the property in question.
   (E)   A detailed development plan is intended to contain specific plans for developing the property in question including implementation of the binding elements of an approved general development plan.
