§ 50.04 DEVELOPMENT CONNECTIONS TO CITY UTILITIES.
   (A)   All proposed water and sewer connections to existing city utilities for new developments must be reviewed and approved by the city, or its designee, before letters permitting connection will be written. Developers, contractors, builders, or other persons responsible for the proposed connections, shall submit design calculations and flow projections, hydraulic information and/or design demand projections, as applicable, for the development utility service to the city for review and shall be responsible for all city review fees. City review shall determine if the city’s existing utilities have the capacity to serve the proposed development and effects of such service on the city’s utilities. Once the proposed connections are approved by the city, design documents for the proposed utilities shall be submitted to the city in accordance with division (B) below.
   (B)   All proposed water and sewer utilities to be installed by developers, contractors, builders, or other persons shall be reviewed and approved by the city, or its designee, prior to the commencement of construction to be eligible for the city to assume maintenance and ownership of such utilities once construction has been completed. Developers, contractors, builders, or other persons responsible for the proposed utilities, shall submit design calculations, drawings and specifications for the city for review and shall be responsible for all city review fees. Utility designs shall be in accordance with the city’s specifications for water and sewer utilities which are attached to Ord. 845-21 and incorporated by reference as part of this code of ordinances as fully as if set out at length herein. Once the proposed designs have been approved by the city, construction of utilities shall be inspected as it progresses and approved by the city before acceptance as part of the city’s water and/or sewer system.
