(A) Generally.
(1) There is hereby created an office of City Clerk. The Clerk is to be employed by the City Council, subject to removal by the Council for cause. The duties of said Clerk are to attend all meetings of the Council, keep a record in the Official Minute Book of the proceedings of the Council, to record all ordinances, and do such other work as prescribed by the Council.
(2) The City Clerk is an hourly employee.
(3) This division (A) shall become a law and in full force and effect on and after its passage by the Council and publication of the same as provided by law.
(B) Duties.
(1) It is the public policy of the city to promote fair treatment and equal opportunity in housing for all persons regardless of race, color, religion, national origin, or sex.
(2) The City Clerk shall have and perform the following duties:
(a) Obtain information concerning discrimination in housing, or in the operation of the HUD CD Block Grant program, against any persons on account of race, color, religion, national origin, or sex; and
(b) Assist any person alleging discrimination to prepare a complaint and to refer it to the Commonwealth Commission on Human Rights for all necessary investigation, conciliation, hearing, or enforcement, in accordance with commonwealth and federal law.
(3) The text of this division (B) shall be disseminated through public hearing; notices as required in the citizen participation process of the HUD Block Grant program, and published per KRS 424.
