(A) There is hereby established a City Joint Civil Defense Committee, with full power to create and maintain an adequate civil defense organization for the city and the county, and said Committee is hereby authorized, directed, and empowered to seek the advice of and to cooperate with Commonwealth and Federal Civil Defense Agencies in order to develop a program of civil defense within the city and the county calculated to preserve the lives and property of the people the city.
(B) (1) Pursuant to the City Council and the County Fiscal Court, that said Joint Civil Defense Committee is hereby created shall consist of five members, two of which shall be appointed by the City Council, two of which shall be appointed by the County Fiscal Court, and the fifth member shall be elected by the four members already appointed.
(2) Each member shall serve a term of one year and may be reappointed. The Mayor and City Attorney, and the County Judge and County Attorney shall be ex-officio members of said Committee. Said Committee shall appoint a Chairperson from within its group and shall meet at least once each month as conditions require.
(C) Said Committee shall be subject to orders from the City Council and from the Fiscal Court and shall make such recommendations to each for such action as may be required to implement the Civil Defense Program.
