§ 32.01 WATER DEPARTMENT.
   (A)   There shall be created a Water Department to be designated as the City Waterworks and a Sewer Department to be designated as the city sanitary sewer system and both the City Waterworks and the City Sanitary Sewer System be combined under the management or one Superintendent to be designated as Superintendent of the water and sewer system. The Superintendent shall be under the direct supervision of the Mayor, by and with the consent of the City Council.
   (B)   (1)   Upon recommendation of the Superintendent, the Mayor, with the approval of the Council, shall employee such additional help as may be needed to keep the City Waterworks and the sanitary sewer system in good working condition or to make repairs or extensions.
      (2)   It shall be the duty of the Mayor and the City Council to fix salaries of the Superintendent and other employees of the combined City Waterworks and the city sanitary sewer system. The Superintendent shall have authority to purchase all supplies or equipment needed for repairs or extensions, with approval of the Mayor or by and with the approval of the Council.
   (C)   This section shall become a law and shall be in full force and effect on and after its passage and publication as prescribed by law.
