§ 130.03 AUTHORITY OF LAW ENFORCEMENT OFFICERS.
   (A)   Any law enforcement officer may stop and question any minor suspected of violating this chapter and may ascertain the name and address of the parents, guardians, or persons having legal custody of such minor.
   (B)   If the investigating law enforcement officer has probable cause to believe that a violation of this chapter has occurred, a formal complaint shall be filed charging the parents, guardians, or persons having legal custody of such minor with an infraction of this chapter and citing them to appear in the District Court to answer the charges in said complaint.
