§ 130.02 EXEMPTIONS.
   (A)   This chapter shall not be applicable to a minor under age 18 years of age who is accompanied by a parent, guardian, or person having legal custody of such minor or an adult authorized by a parent, guardian, or person having legal custody of such minor.
   (B)   This chapter also shall not be applicable in medical emergencies or to any minor who is going to or returning directly home from lawful employment, an athletic, educational, or religious event, or a minor engaged in interstate travel proceeding directly through the city.
   (C)   This chapter shall further not be applicable to the exercise of any rights protected by the First Amendment to the U.S. Constitution; provided, that written notice signed by the minor and countersigned by a parent, guardian, or person having legal custody is in the possession of such minor specifying when, where, and in what manner said minor will be exercising such First Amendment rights.
   (D)   This chapter shall not apply to any minor who has become emancipated.
