SCHEDULE III. STOP SIGNS AND STOP STREETS.
   (A)   (1)   The streets pursuant to this division (A) shall be stop streets designated by stop signs and it shall be the duty of the operator of any vehicle that he or she shall bring the same to a complete stop before entering or crossing the intersecting street are as follows.

      (2)   The city has erected and shall maintain stop signs and upon the locations above mentioned for the guidance and observation of drivers and operation of motor vehicles and for the regulation of traffic at said points.
      (3)   It shall be unlawful for the driver of any motor vehicle upon approaching the stop sign at said points or either of them to fail to come to a full stop before proceeding and it shall be the duty of each driver of a motor vehicle in the city upon approaching stop signs at either of the places designated to come to a full stop before proceeding.
      (4)   This division (A) shall be and become into full force and effect upon its passage by the Council and approval by the Mayor and publication as the law directs.
      (5)   Any operator of any vehicle, propelled by a motor- or horse-drawn vehicle or otherwise, failing to stop at any said stop street designated pursuant to this division (A), and as provided, shall be guilty of a misdemeanor and, upon conviction, shall be fined not less than $1, nor more than $15 and the costs of the action.
   (B)   (1)   There shall be a stop sign painted upon N. Court Street where said street enters the Public Square and a like sign painted on W. Main Street at the point where said Street enters said Public Square; on the south side of the Courthouse; and on the Public Square at a place which will stop traffic proceeding from west to east around said Square in such a way as not to interfere with the free flow of traffic on U.S. 31 either northbound or southbound; and likewise a stop sign shall be placed on the east side of the Public Square to halt traffic proceeding north around the Square before entering said U.S. Highway 31-E.
      (2)   The word stop shall be painted, as set out pursuant to this division (B), on the customary yellow or warning color and the letters shall be at least two feet in size. It shall be the duty of the operator of any vehicle, regardless of how propelled, to bring said vehicle to a complete stop before crossing said sign and not proceed further until the same can be done with reasonable safety, yielding the preference or right-of-way to approaching traffic.
      (3)   Any person, firm, or corporation violating any provision of this division (B) shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined no less $1, nor more than $15 for each offense.
      (4)   This division (B) shall be in full force and effect upon its passage, approval, and publication as the law direct.
   (C)   (1)   Regulation stop signs shall be installed and maintained at the following street intersections and junctions:
         (a)   Shady Lane at both of its junctions with Woodland Drive;
         (b)   Ormand Street at both of its junctions with Woodland Drive;
         (c)   Dogwood Drive at both of its junctions with Woodland Drive;
         (d)   Circle Drive at its junction with Woodland Drive;
         (e)   Kerry Drive at its junction with Ormand Street;
         (f)   Carter Street at both of its junctions with southwest Circle; and
         (g)   Southwest Circle at both of its junctions with Circle Drive.
      (2)   The operators of all motor vehicles shall come to a complete stop before proceeding through the above intersections in accordance with the general traffic laws of the commonwealth.
      (3)   Any person violating the provisions of this division (C) shall be guilty of a misdemeanor and fined not less than $10, nor more than $100.
