SCHEDULE I. SPEED REGULATION.
   (A)   Twenty-five miles per hour.
      (1)   Section 71.01(B) is hereby amended to reduce the maximum speed limit on N. Welch Street as set forth pursuant to this schedule. No operator of a motor vehicle shall drive at a speed greater than 25 miles per hour on N. Welch Street, beginning at W. Main Street and running to the end of said N. Welch Street.
      (2)   Appropriate signs shall be installed indicating the speed limits in division (A) above as well as a dead-end street sign on N. Welch Street, north of W. Cherry Street.
      (3)    The penalty for violation of this division (A) shall be a fine of not less $10, nor more than $100.
   (B)   Twenty miles per hour. The maximum speed limit is hereby set and established as 20 miles per hour on the following three routes:
      (1)   East Maple Street beginning at South Court Street, then east to Maysville Road.
      (2)   East Locust Street beginning at South Court Street, then east to Holland Road (KY Hwy. No. 100).
      (3)   Cottage Drive, beginning at its northwesterly terminus, then southeast to Youth, Inc.
