(A) It shall be illegal for any owner or operator of a motor vehicle having a gross vehicle weight rating in excess of 15,000 pounds or a trailer having a gross vehicle weight rating in excess of 15,000 pounds to remain parked in a residential area on the public streets of the city for a period in excess of four hours.
(B) Any such motor vehicle or trailer shall not remain parked on the public streets of the city in a commercial, governmental, or public service area for a period in excess of 12 hours.
