§ 53.34 DRAINAGE CONNECTIONS.
   (A)   From and after the establishment of a sewer system in the city, all owners and occupants of houses, hotels, manufacturing, or commercial establishments, or any building of any kind, situated upon lots abutting upon any street or alley in which there is established a sewer line which is a part of the sanitary sewer system of the city, shall connect therewith all sewage drainpipes of such houses, hotels, manufacturing, or commercial establishment, or other buildings conveying human sewage therefrom; such connections to be under such regulations as the city may establish by ordinance, and to fail to do so, is hereby declared to be unlawful and to be a nuisance.
   (B)   All architects, contractors, builders, or other persons who shall apply to the city for permits to erect new buildings or repair old buildings shall exhibit to the city before such permit is granted, satisfactory evidence that such applicant has provided means of connecting, or will as soon as practicable, connect the sanitary sewage drain from the proposed building with said sewer system; provided such building to be erect or repaired shall be situated on a lot abutting on a street or alley in which there is located a lateral of such sewer system.
   (C)   (1)   It shall be unlawful for any person to maintain a privy, vault, cesspool, or similar contrivance for the reception of human excreta or other sewage when the premises abut upon a public sewer lateral in either street or alley and all such privies or toilets shall be removed by the owners and the occupants of said property abutting on any street or alley on which runs a sewer lateral and to which the drainage from such premises may be connected on or before the establishment of the municipal sewer system.
      (2)   All such privies or surface toilets or other similar means of casting or depositing the excretions of the human bowels or kidneys or other sewage upon or into the soil or into any running or percolating stream of water or into any cistern well or sink whereby the soil is contaminated with such sewage, are hereby
