Every person owning a lot, or part of a lot or burial space in a cemetery of the city, before he or she shall be entitled to bury upon such lot, part of a lot, or burial space, shall be required to exhibit to the city employee designated by the City Manager a burial or removal permit in the form prescribed by law. A record of such burial or removal permit shall be retained by the city.
