Whenever the building inspector determines that there are reasonable grounds to believe that there has been a violation of any provision of this chapter or the Building Codes as applicable to the City, the building inspector shall give notice of such violation to the person requesting the permit and the owner. Such notice will be in writing, include a statement of non-compliance, contain an outline of remedial action, allow reasonable time for remedial action, be served in person or by certified mail to the last known address of the owner and permit applicant.
