The building regulations and codes enumerated in section 9-7-2 of this chapter shall also be enforced upon all construction sites and projects which are located outside the city limits but within the surrounding three (3) mile extraterritorial zone written by the KSU community service team, July 1992, adopted by the zoning board of appeals/planning and zoning commission November 23, 1992, and codified in section 10-1-2 of this code.
