§ 32.021 BOARD OF GAS MECHANIC AND FITTERS EXAMINERS.
   The Examining Board for natural gas mechanics and fitters shall be appointed by the Mayor with the consent of the majority of the Council. The Board shall consist of three members and they shall be the Superintendent of Utilities who shall be Chairperson; the Municipal Clerk who shall be Secretary; and one duly licensed gas mechanic who shall serve without pay. The licensed gas mechanic shall be appointed for a term of two years and shall serve without pay. Should any member be sooner removed from office, resign, or a vacancy occurs, a new member to fill the vacancy shall be appointed by the Mayor in the manner prescribed for new members. The Board shall be funded from time to time by the Governing Body out of the General Fund. The Board shall meet at the times as the Governing Body may designate. Special meetings may be held upon the call of the Chairperson, or any two members of the Board. A majority of the membership shall constitute a quorum for the purpose of doing business. It shall be the duty of the Board to amend and enforce rules and regulations, consistent with this code and the ordinances if the municipality for the examination of gas fitters and shall designate the time and place where the examinations shall be held. Any person desiring to do any gas fitting work shall make a written application to the Examining Board for an examination to test the applicant’s practical and theoretical knowledge of the occupation of gas fitter and gas appliance installation. The Board shall within 30 days after the receipt of the application hold the requested examination. The Board may then cause the Chairperson and Secretary to execute and deliver to the applicant a license authorizing him or her to do gas fitting work in the municipality. Licenses so granted will be automatically renewable by the Board; provided, the Board shall have the discretion to waive the examination if the Board is satisfied by other evidence that the applicant is competent to do gasfitting work. If it comes to the attention of the Board that the licensee may not be competent or entitled to renewal, the Board shall have the power to compel the licensee to take an examination prior to renewal. Any license so granted may be removed at any time by the Board for good and sufficient cause after a hearing before the Board. The Board shall be responsible for making the reports and performing the additional duties as the Governing Body may, from time to time, designate. All actions of the Board shall be subject to the review and supervision of the Governing Body. No member of the Governing Body shall serve as a member of the Board. No member of the Board shall serve in the capacity of both the Chairperson and Secretary of the Board.
