(A) At the organizational meeting of the City Council, the Mayor shall appoint members of the standing committees as the City Council may by ordinance or resolution create. Each committee shall consist of three members. The following shall constitutes the committees regularly appointed until changed:
(1) Finance;
(2) Streets and Alleys;
(3) Fire and Police;
(4) Building and Real Estate;
(5) Resources; and
(6) Ambulance.
(B) Committees may be changed at any time by the Mayor by and with the consent of the majority of the Council. The Mayor shall be a member ex officio of each standing committee. The members of the standing committees shall serve a term of office of one year, unless reappointed.
