§ 31.39 PLUMBING INSPECTOR.
   (A)   The Plumbing Inspector shall have supervision of all plumbing and drain laying in the municipality and shall perform the duties as are hereinafter prescribed. He or she shall have the right, during reasonable hours, to enter any building in the municipality for the performance of his or her duties. He or she shall have the assistant or assistants as the Governing Body may provide and when appointed by the Governing Body, the assistant shall have the same powers and duties as the Plumbing Inspector. The Plumbing Inspector shall be appointed by the Mayor with the advice and consent of the City Council. The Building Inspector may be appointed Plumbing Inspector at the discretion of the Governing Body. When the Building Inspector serves as Plumbing Inspector he or she shall not receive any additional compensation for his or her services as Plumbing Inspector.
   (B)   It shall be the duty of the Plumbing Inspector to inspect all plumbing work done in the municipality and if after having made the proper final inspection on any job of plumbing work the same is found to be properly done it shall be the duty of the Plumbing Inspector to issue to the plumber in charge of the work a certificate of completion setting forth the fact that the work has been tested and inspected and the same found to have been done according to the requirements of this municipality.
   (C)   It shall be the duty of the Plumbing Inspector to investigate all reported cases and complaints referred to him or her in writing of the imperfect workmanship of any job of plumbing work or the violation of the provisions of the Plumbing Code. He or she shall order the work removed and replaced in a proper and workmanlike manner to conform to the spirit and intent of the Plumbing Code and he or she may further request the Municipal Attorney to file a complaint against any person for violation of the provisions of this code or the Plumbing Code, and to prosecute the same without unnecessary delay when the Plumbing Inspector signs the complaint. The Plumbing Inspector shall have the power and authority to enter any building or upon any premise at all reasonable hours to ascertain if the provisions of this code, the Plumbing Code, or any ordinance relating to plumbing have been or are being violated. Whenever defective or unsanitary plumbing is found, it shall be the duty of the Plumbing Inspector to notify the agent or owner of the premise on which the same is found to forthwith cause the plumbing to be changed and to conform with the plumbing installation requirements of this municipality, and to be changed and made sanitary in any other manner as the Plumbing Inspector may authorize and direct. The owner or agent is hereby required within ten days after receiving the notification to comply therewith, and upon failing or neglecting to do so he or she shall be considered to be maintaining unsanitary plumbing and violating the requirement hereof. It shall be the duty of the Plumbing Inspector to make a complaint against the owner or agent and cause him or her to be prosecuted.
   (D)   The Plumbing Inspector shall keep a complete record of all inspections and tests made by him or her as Plumbing Inspector and make the reports as may be required by the heads of other departments, except it shall not be necessary to report the tests made on old work.
   (E)   It shall be unlawful for the Plumbing Inspector to engage in the business of plumbing or to perform any work as a plumber in the municipality during the term of office as Plumbing Inspector.
