The Municipal Treasurer shall publish in a legal newspaper having general circulation within the municipality, within 60 days following the first day of October of each year, a report of the doings of his or her office which the report shall show in detail. The report shall include all receipts, disbursements, warrants outstanding, and the debit or credit balance of the municipality.
