§ 130.33 URINATING AND DEFECATING IN PUBLIC.
   (A)   It shall be unlawful for any person to urinate or defecate on any public street, alley, highway, road, park, public building, or any public place unless done in an enclosed space specifically designed for that purpose such as a restroom or toilet.
   (B)   It shall be unlawful for any person to urinate or defecate any place within the corporate limits if done in view of another person. This provision applies only if the person urinating or defecating is on premises other than those premises occupied by the person viewing the act.
   (C)   It shall be a defense to these provisions that the person so urinating or defecating was of an age or mental capacity so as to not know the import of his or her act.
