§ 130.31 PARKING UNREGISTERED VEHICLES IN RESIDENTIAL ZONES.
   (A)   The Governing Body of the city finds that the proliferation of motor vehicles in residential zones is unsightly and in some cases creating nuisance situations. Contributing factors are unlicensed and unregistered vehicles.
   (B)    It shall be unlawful for any person to park a motor vehicle, trailer, semi trailer, or cabin trailer within the R-1 Single Family Residential Zone, R-2 Urban Family Residential Zone, or R-3 Multiple Family Residential Zone or MH Multiple Home Residential Zone, unless the vehicle is registered in accordance with the requirements of Neb. RS Chapter 60, Article 3.
   (C)   No owner or lessee or real estate located within the R-1 Single Family Residential Zone, R-2 Urban Family Residential Zone, or R-3 Multiple Family Residential Zone, or MH Multiple Home Residential Zone shall permit the parking of any motor vehicle, trailer, semi-trailer, or cabin trailer, unless the vehicle is registered in accordance with the requirements of Neb. RS Chapter 60, Article 3.
   (D)   All definitions of terms in this section shall be the same as those definitions set forth in Neb. RS Chapter 60, Article 3.
   (E)   This section shall not apply to the following:
      (1)   Unregistered vehicles kept in an enclosed structure; and/or
      (2)   Unregistered motor vehicles which have been unregistered for not more than 30 days from the date of the title of the motor vehicle, if a transfer in ownership has taken place, or it has been unregistered for not more than 30 days after expiration of the last registration, if the motor vehicle was previously registered.
