It shall be unlawful for any person to place, throw, scatter, or deposit, in any manner, or by any means or method, any garbage, debris, refuse, or waste material, objects, or substances, upon any lands, premises, or property not belonging to, or under the control of the person. The provisions of this section shall not apply to any person who shall place, throw, scatter, or deposit any such material upon lands, premises, or property, with permission of the owner of the lands, premises, or property, or the person in control thereof.
