Growing or maintaining or permitting the growing of bindweed, Texas sandburs or puncture vine upon any premise in or adjacent to any street or alley within the corporate limits of the municipality, or growing or maintaining or permitting the growing of the fruit-bearing tree commonly known as the Russian mulberry tree in or adjacent to any street in the municipality, where the limbs of the tree or trees extend over or onto any sidewalk space or any paved street or any part thereof is hereby declared to be a nuisance and is hereby prohibited.
