Public hearings shall be conducted in accordance with standards of due process in fairness to applicants and the public, and in accordance with the FCC rules and regulations and orders and policies pertinent to the hearings. The grantee shall assume the cost of any publication required under any law or ordinance of the city or the State of Nebraska, and same shall be paid by the grantee at the time of filing its acceptance under the terms hereof, or thereafter when due.
