(A) Continuing regulatory jurisdiction. The city shall have continuing regulatory jurisdiction and supervision over the operation of any franchise granted hereunder and may from time to time adopt the reasonable rules and regulations as they may deem necessary for the conduct of the business contemplated thereunder.
(B) Authority to establish CATV Advisory Board. The continuing regulatory jurisdiction of the city shall be exercised by the City of Schuyler City Council. The City Council shall have the authority to establish and appoint a CATV Advisory Board consisting of five members who shall serve for five-year terms with the terms to be staggered. The Board’s duration shall be at the pleasure of the Council and should the Board be established it shall advise the City Council of its regulatory jurisdiction and may have the following responsibilities and duties at the direction of the City Council:
(1) Resolving disputes or disagreements between subscribers and the grantee after an investigation should the subscriber and the grantee not first be able to resolve their view or disagreement. The decision or findings may be appealed to the City Council;
(2) Reviewing and auditing all reports and filings submitted to the city as required hereunder and any other correspondence as may be submitted to the city concerning the operation of the cable television network, and reviewing the rules and regulations set by the grantee company; and
(3) Assuring that all tariffs, rates, and rules pertinent to the operation of the CATV system in the City of Schuyler are made available for inspection by the public at reasonable hours and upon reasonable requests.
