Service shall be made available to 80% of the city within 20 months of the date of the franchise and 90% of the city within three years of the date of certificate. Upon the reasonable request for service by any person located within the city, the grantee shall, within 60 days, furnish service to that person. A request for service shall be unreasonable for the purpose of this section, if occurring within five years from the effective date of the certificate and no trunk line installation capable of servicing that person’s block has as yet been installed, or, if occurring at any time and direct access cannot be obtained to that person’s premises and all other means of access are highly impracticable.
