§ 30.067 APPROPRIATIONS.
   The Governing Body shall, on or before August 15, pass an ordinance to be termed “The Annual Appropriation Bill,” in which are appropriated the sums of money as may be deemed necessary to defray all necessary expenses and liabilities of the municipality, not exceeding in the aggregate the amount of tax authorized to be levied. The ordinance shall specify the objects and purposes for which the appropriations are to be made, and the amount appropriated for each purpose. Any balance unexpended and unobligated at the end of the fiscal year shall, unless reappropriated, lapse into the general fund.
