The term of the franchise to be granted by the City of Schuyler pursuant to this chapter shall be for a period of 15 years from and after the grant and acceptance date of the franchise to be awarded, subject to the conditions and restrictions as hereinafter provided, and further provided that the Mayor and City Council shall have the right to review the franchise periodically at such time as the Mayor and City Council may from time to time elect to do so and as hereinafter provided.
