(A) Each application for a moving permit shall be accompanied by a fee of $3,000.
(B) Upon the denial of the application, or withdrawal of the application by the applicant, the City Clerk shall refund to the applicant $2,850.
(C) If within one year of the Council's approval of the application, the owner or applicant does everything required to bring the building to be moved into compliance with all applicable City Code provisions, and the Building Inspector issues a certificate of occupancy, then in such case the City Clerk is authorized to refund to the applicant $2,600 of the fee.
(D) The City Council is authorized to extend the one-year period in which to complete the moving process, and bringing the property into compliance, if after a hearing held before the expiration of the one-year period, the owner or applicant shows to the City Council that there was substantial good cause why the work could not be completed within the one-year period. The Council may extend the period only one time, and in no case may the extension be for a period longer than six months.
