It shall be unlawful for any person, business, or entity to be engaged in collecting or hauling garbage, rubbish, waste, or refuse along or across any street, easement, alley, public way, or public place within the City of Schuyler, Nebraska, or the one-mile jurisdiction of the City of Schuyler, Nebraska, outside its corporate limits without first having been granted a franchise by the city under the terms of this chapter.
