No person shall convey any garbage or waste materials through the streets, alleys, or public places of the municipality except in some tight wagon box or bed so made and loaded that none of its contents shall be spilled on or along the public ways and property. No person shall convey any garbage or other waste material in any wagon or truck unless the same be watertight, clean, and disinfected with sufficient frequency so as not to cause offense to the residents of the municipality. All the vehicles shall be enclosed. The Governing Body may at any time by resolution provide that all the conveyances be constructed with metal bodies or beds.
