The Governing Body may, in their discretion, by resolution, provide for the letting of a contract for the collection of garbage and other waste materials on a city-wide basis. In that event, bids for the service shall be invited under the specifications as the Board of Health shall recommend and the Governing Body shall approve; provided, that no contract shall provide that the cost or expense of any citywide collection shall be paid by the municipality.
